Shaykh Saaleh Al Luhaydaan says:

Shaykh Rabee’ is a Salafee and an upright person in his beliefs and Islaam, and he is a Doctor in Sharee’ah (Islamic Legislation), a graduate from the Islaamic University during the presidency of Shaykh ‘Abdul ‘Azeez bin Abdullah bin Baaz – May Allaah have Mercy on him -. I do not know (of any instance) that the Shaykh criticized him regarding anything, and he took him as a teacher and he was in an important standing at the University, such that he attained tenure.
